Inter Neighborhood Council Forum (INCF)

The Inter Neighborhood Council Forum (INCF) is designed to:

  • Serve as a forum for the exchange of information and experience among participants in the Program;
  • Encourage the formation of neighborhood councils;
  • Maintain and develop the Program;
  • Foster cooperation and good will within neighborhoods;
  • Assist neighborhood councils to achieve their objectives;
  • Assist neighborhood councils in communicating with the City Council and staff.

The general membership of the INCF consists of the Chairman of each active neighborhood council. The INCF General Membership meetings are generally held on the First Wednesday of each month. Meetings normally begin at 7:00 p.m. in the City Council Chambers, 305 West Third Street, Oxnard. The INCF meetings are cablecast “live” on the Oxnard Government Channel, Time Warner Cable (Channel 10).

Residents may address the INCF on matters not on the agenda and within the subject matter jurisdiction of the INCF during the public comment period scheduled at the beginning of each general membership meeting. The INCF cannot enter into a detailed discussion or take any action on any items presented during public comments. Such items may only be referred to the Executive Board or the Executive Secretary for administrative action or scheduled on a subsequent agenda for discussion. Public comments are limited to three minutes per individual.

In compliance with the Americans with Disabilities Act, if you need special assistance to participate in an Inter-Neighborhood Council Forum (INCF) meeting, please contact Neighborhood Services at 385-7424. Notification 72 hours prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to the meeting.

If you wish to speak concerning any agenda item when it is under consideration, please fill out a speaker slip before the meeting and give it to the clerk. When the Chairman calls your name, please come forward to the audience microphone and state your name and residence address for the record. Public testimonies regarding items on the agenda are limited to three minutes. Written comments regarding scheduled agenda items are always encouraged.

The complete agenda is mailed to each Neighborhood Council Chairperson, and can also be reviewed at the Oxnard Public Library beginning Thursday evening after 6:00 PM, and Monday after 8:00 AM respectively.
