Franchise Agreements
- In March 2002, Adelphia Communications Corporation purchased Verizon Communications Local Video Services Division (Americast).
- On August 25, 2000, the Oxnard City Council adopted a resolution consenting to the transfer of the cable television franchise currently owned and operated by Jones Intercable, Inc. to Adelphia Communications Corporation (A-5867).
- In August 1998, Jones Intercable, Inc. was granted a new 10-year franchise agreement.
- In May 1997, GTE Media Ventures, Inc. (Americast) was granted a 10-year franchise agreement.

Federal Communications Commission and Telecommunications Acts
The cable TV franchise agreements were prepared and adopted in accordance with the regulations of the Federal Communications Commission and Telecommunications Acts to provide cable TV (CATV) services to the communities of both Oxnard and Port Hueneme.
The Federal Communications Commission is an independent federal agency responsible directly to Congress. Established by the Communications Act of l934, it is charged with regulating interstate and international communications by radio, television, wire, satellite, and cable. Its jurisdiction covers the 50 states and territories, the District of Columbia and U.S. possessions.
Public, Educational, and Government (PEG) Programming
In addition to other requirements, The Telecommunications Act of 1996 permits cities [Franchise Agreements] to require all CATV operators to provide support for what is commonly called PEG programming. PEG programming consists of the following three levels of locally originated programming:
- Public Access Programming is available to residents of the community to produce and televise their own programs. Public programs are aired on Time Warner Cable Channel 25. For information regarding production for Public Access Programming, please contact Time Warner Cable at 485-3888.
- Educational Access Programming includes programming produced by or for educational institutions such as Oxnard College, Oxnard Union High School District and the Oxnard Elementary School District.
- OPIE (Oxnard's Programming for Instructional Excellence) is the Oxnard Elementary School District’s video production service in support of education and the community.
- The Oxnard High School District offers programming for students, parents and employees. Topics include student and campus life, safety and benefits for employees, and staff development for employees. The Oxnard High School District programming airs locally on Time Warner Cable Channel 26.
- OCTV (Oxnard College Television) is Oxnard College’s program for College events and campus life. OCTV airs on Time Warner Cable Channel 15.
- Government Access Programming (Link to Government Access Programming page) (Oxnard CityWatch) is a 24-hour a day Government Access Station, providing the citizens of Oxnard with a window on City Government. City Government meetings are televised live over local cable TV on Time Warner Cable (Channel 10) to all cable service subscribers who are located within the City limits of Oxnard & Port Hueneme.
Oxnard CityWatch Programming includes:
- City Council Meetings are televised "Live". They are also videotaped and then rebroadcast each weekday beginning at 10:00 a.m.
- City Commissions Work Sessions and Meetings.
- In-house Produced Programs that includes programs produced by or for the City such as Street Beat, Environment Today and CityWatch.
- Scrolling Bulletin Board, which televises announcements submitted by City Departments. Announcements are subject to the approval of City staff. Space on the scroll is limited; however we will do our best to televise as many requests as possible.
